In conjunction with Old Tappan Social Services and the Old Tappan school community, we are appealing to our residents to make a donation in either the form of a check (payable to “Borough of Old Tappan” - memo:“Fire Family”) or gift cards (either Visa or American Express). What is COAH??

and how does it affect me?

Lately you may be seeing quite a bit of coverage in our local papers outlining the COAH regulations
recently revised by the State of New Jersey, and signed by Governor Corzine.

COAH stands for (NJ) Council on Affordable Housing, and administers and oversees the regulation of low and moderate income affordable housing for each municipality in New Jersey.  New rule changes of the most recent  "round" adopted by COAH in June, combined with legislation signed by Governor Corzine on July 17 have substantially increased the burden on municipalities, including those like Old Tappan that have worked diligently to address this issue.  In our immediate area, 23 Bergen County towns and statewide over 170 municipalities have joined the legal appeal, and our own Mayor and Council have just approved Old Tappan's participation in the case.

COAH regulations are based on the growth share approach of a community. Basically this means any development, both new construction and redevelopment of homes or businesses triggers the need for more affordable housing. Old Tappan's obligation under the third round ruling would be 109 units of affordable housing. While no one wants to deny affordable housing to those in need or deserving of it, we will have to find a way to build these required units in Old Tappan and with increasingly limited options this may be a viable threat to our protected open spaces. Vacant Land Adjustment will be perused, including environmentally sensitive lands, active recreation areas (recognized in Master Plan), parklands and open spaces owned by the Board of Education, etc.

Volunteers are needed as a COAH committee is formed in September. Based on their recommendations, and during the months of October and November, your Planning Board will create and adopt a housing plan to submit to the Mayor and Council. During the month of November and into December, the M/C will endorse it and forward it on to the State by the December 31, 2008 deadline.

Discussions will be completed with our borough Planner, Sean Moronski of Burgis Associates at the December 3 meeting. We encourage Old Tappan Residents to do their research and come to the meeting with any questions that you'd like answered or suggestions you would like included. A recommendation from the Planning Board will be approved and forwarded to our Mayor and Council.
