Old Tappan Social Services is coordinated by the Director of Social Services and a committee of locally appointed residents, who together, constitute the Local Assistance Board. The Board works together to help our neighbors maintain their quality of life and personal dignity during times of unexpected hardship.

The mission of the Local Assistance Board is to assess the social, health, welfare and recreational needs of the residents of Old Tappan and assist in a confidential, supportive and professional manner during difficult times. These services are available to children, individuals, couples, families, seniors and the disabled in our community.


How We Do It


Social Services greatly appreciates and accepts donations of food, gifts, volunteer services, financial donations from individuals, organizations, schools and businesses and distributes them to area residents as needed. With the help of these individuals and organizations, Social Services is able to provide our community with Special Programs such as:

Adopt-a-Family Holiday Program,  Holiday Gift Program, Make-a-Senior-Smile Program, Spring/Fall Yard Cleanup, Odd Jobs, Food Pantry, Hardship Transportation, Emergency Financial Assistance, Teen Holiday Shopping, Home Visits, Food Baskets, etc., which are all possible through our community contributions.

Q. What does Old Tappan Social Services do?

Q. What programs does Old Tappan Social Services offer:

A. a) Adopt-A-Senior (On-going contact with senior members in our community, providing
        friendship, social calls, grocery shopping and extras),
    b) Food/Supply Pantry (Stocked by contributions from individuals and local organizations),
    c) Gift Certificates to Local Stores (Funded by individuals and local financial contributions),   
    d) Holiday Programs (Adopt-A-Family, Adopt-A-Senior, Holiday Gift Program, Holiday Wish Tree,
        Thanksgiving Dinners),
    e) Bi-Monthly Meal Program (Provided by local businesses, organizations, and individuals and
        delivered by volunteers).
    f) Case Management /Information/Referral (Office hours by Appointment only).
    g) Emergency Financial Assistance (Offers help to provide emergency rent, payment of utility
        bills, medical needs, childcare, etc., funded by donations)

Q. How are referrals received?

A. Residents can call the Old Tappan Social Services Office directly for assistance.  We also receive referrals from our schools, churches, and concerned residents.

Q. What is the procedure for donating to Old Tappan Social Services?

A. Food and Pantry Supplies can be dropped off at the Borough Hall during regular business hours, Monday-Friday 8:30 AM to 4:00 PM. Items can be placed outside the Social Services door. A sample of items needed are:

            -Individual packed oatmeal (instant)
            -Kraft macaroni and cheese dinner
            -Paper towels
            -Toilet paper
            -Detergent (laundry and dish)
            -Tuna fish
            -Pasta sauce and Pasta
            -Peanut butter and jelly
            -oil and mayonnaise
            -Cookies and crackers
            -Coffee and Tea (regular and decaf)
            -Juices and juiceboxes
            -Microwave meals (for shelf storage only)
            -Shampoos and Conditioners


Financial donations are always appreciated. These checks should be made out to Old Tappan Social Services and mailed to the Borough Hall at 227 Old Tappan Road. Please watch for the annual fund raising letter that is mailed to all Old Tappan residents in the fall and consider a tax deductible donation to support our programs.

Chuck oversees the daily operations of the Building Department.  He has final approval on all applications.  He may impose penalties when appropriate.  And is responsible for preparing yearly budgets for the Mayor and Council.


Liz Stass, Technical Assistant - Ext. 19 estass@oldtappan.net

Liz schedules inspections, answers questions regarding building permit requirements and  prepares month-end financial reports.  She is responsible for submiting reports to the NJ Department of Community Affairs. Her hours are M-F 9:15 - 2:15

The Borough Inspectors conduct land reviews to ensure that projects conform to all code and inspection requirements.


Bob Rusch - Zoning Officer - Ext. 21 zoning@oldtappan.net

Reviews drawings and surveys for proposed projects to ensure that the zoning code is strictly enforced. Bob also issues all zoning permits.

The Old Tappan Municipal Court has jurisdiction over the following cases:

If you are charged with a more serious offense, these "indictables" would be sent to the Bergen County Prosecutor's Office.  The case would either be brought before a Grand Jury in Superior Court or downgraded to the Old Tappan Municipal Court by the Bergen County Prosecutor.



Many traffic and parking offenses are payable by mail or at the Court Administrator's payment window in Borough Hall.  If no court appearance is required, you may make your payment by mail or in person. By doing this, you are waiving your right to trial and pleading guilty. Call the Violations Bureau if you do not see the amount to be paid on the back of the summons.

For all violations and offenses for which fines are not payable by mail, the matter must be heard in Court before the Judge.  If you wish to plead not guilty to a summons, telephone or write to the Violations Bureau at least one (1) week prior to the court date listed on the summons.  Note - this must be done by phone or in person, it cannot be done via the website or email. 

You may represent yourself or have an attorney represent you. If you cannot afford an attorney and you are charged with an offense that has a consequence of magnitude (a substantial fine, loss of driving privileges or incarceration), a Public Defender application may be filled out by you at your first court appearance for the Judge to review. If an interpreter isneeded, one will be provided by the Court. The Court is unable to recommend attorneys but will provide you with the number of the Bergen County Legal Services. The Bergen County Legal Services will assist you if you need a recommendation.

The Borough Administrator is responsible for the day-to-day administration of the Borough. This person is in charge of all Borough employees, is liaison between the Mayor and Council and all departments, boards and committees, and prepares ordinances and resolutions.   

Jean M. Donch, RMC
Borough Clerk

As Borough Clerk, Jean prepares Mayor and Council meeting agendas, maintains minutes, issues licenses, and is the chief election official. The Borough Clerk also manages the housing of government documents, and all OPR (Open Public Records) requests must be made through her office. In addition, she is responsible for issuing Business Licenses, and Housing of Animals Licenses on a yearly basis.

Registrar of Vital Statistics/Admin. Assistant

Lori is the first person you will probably meet at the Borough Hall!   If you have a question, she will either assist you or direct you to the right person. Lori is also the Borough's Registrar of Vital Statistics, issuing: marriage licenses, birth certificates, death certificates, and certified copies.  The Registrar also issues dog or cat licenses and can provide voter registration forms and passport application information.
