Rebecca serves as the Borough's Chief Financial Officer, Certified Tax Collector, Sewer Utility Collector and Tax Search Officer.

Responsible for the overall financial operations of the Borough as Chief Financial Officer, including the $6.6 million municipal budget.  As Tax Collector, she is responsible for the billing, collection and enforcement of the $19.8 million tax levy which are comprised of both schools, county and municipal tax levies.  Additionally, the Borough has a sewer utility with an operating budget of $1.3 million.

Old Tappan is also unique in the method of construction and billing for sanitary sewers, by virtue of a "special benefit assessment."  Presently, there are twelve different sections of town that have gone through this process.  Responsibility lies with the Tax Collector to bill and collect these payments for the next 18 years.

Kathy handles all the billing and collection of taxes as well as sewer flow charges and assessments.  She also assists the Finance Department with the input of the accounts payable and maintains the Borough's escrow accounts.

Sherry is responsible for processing vouchers to begin the payment process for various vendors and Borough utilities.


Tax Collection

The Tax Collector is charged with the responsibility for receiving and collecting all taxes and assessments both current and delinquent.  The Office of the Tax Collector bills over 2,100  taxpayers and collects taxes quarterly.  Taxes are due February 1, May 1, August 1, and November 1.  A ten-day grace period to the 10th of the month is allowed by resolution of the Mayor and Council after which interest is charged from the first day of the month in which payments are due.

Taxpayers are urged to read all of the information contained on the front and the back of their tax bills.  Please note that according to New Jersey State Law, failure to receive a tax bill does not exempt a property owner from payment of taxes.  Tax bills are mailed annually.  If you do not receive your tax bill by July 31st,  please contact the Tax Office.

If you are mailing a check to pay your taxes, please be certain that you are paying the amount for the correct quarter.  If you would like a receipt, please send the entire tax bill with your check and a return self-addressed stamped envelope.  Your bill will be receipted and mailed back to you.  If you do not desire a receipt, then just mail the property stub and check.


New Jersey Property Tax Relief Programs

Homestead Property Tax Rebate

Who is eligible: Homeowners and tenants who pay property taxes on their principal residence in New Jersey, either directly or through rent, and whose gross income does not exceed certain limits 

What is the benefit: Rebate ranging from $90 to $790**

How to File: File applications by phone at 1-877-658-2972 or online at http://www.state.nj.us/treasury/taxation.  If you neeed assistance call 1-888-238-1233.  

When to File: By August 15 (or extended due date)*

Property Tax Reimbursement (Senior Freeze)

Who is eligible: Homeowners, including owners of mobile homes located in mobile home parks, age 65 or older, or receiving Federal Social Security disability benefits, who paid property taxes on their principal residence in New Jersey either directly or through mobile home park site fees. Applicants must be New Jersey residents for at least the past 10 years, and lived in the home for which reimbursement is claimed for at least the last 3 years, and must meet certain income limits. Applicants must meet all requirements for both base year and reimbursement year.

What is the benefit: Reimbursement of the difference between the amount of property taxes paid for the base year and the amount paid for the reimbursement year

How to File: Form PTR-1 for residents who did not receive a prior year's reimbursement or Form PTR-2 for residents who did receive a prior year's reimbursement call the Property Tax Reimbursement Hotline at 1-800-882-6597 for assistance.

When to File: By March 15*- Filing deadline extended to August 15, 2007.

Property Tax Deduction/Credit

Who is eligible: Homeowners and tenants who paid property taxes on their principal residence in New Jersey either directly or through rent during the year

What is the benefit: Either: (a) Deduction from taxable income of the total amount of property taxes paid on principal residence (for tenants, 18% of rent) or $10,000, whichever is less; or (b) $50 refundable credit

How to File: Form NJ-1040, Form NJ-1040EZ, a return filed electronically using NJ WebFile, NJ TeleFile, or approved vendor software, or Form HR-1040 if not required to file an income tax return

When to File: By April 15 (or extended due date)*

Other:

. Senior Citizens' Annual Property Tax Deduction: Annual deduction of up to $250 from property taxes for homeowners age 65 or older or disabled who meet certain income and residency requirements. This benefit is administered by the local municipality.

. Veterans' Deduction: Annual deduction of $250 from taxes due on real or personal property paid to qualified war veterans and their unmarried surviving spouses.  This benefit is administered by the local municipality.

* When a due date falls on a weekend or holiday, the application or return is due on the next business day.

** This maximum benefit will be adjusted annually to reflect changes in the cost of living.
